The recent launch of the Plan Complementario de Transferencia de Conocimiento has highlighted the value of multi-level governance as a key element in strengthening transfer policies. Through dialogue between national and regional administrations, new avenues for territorial collaboration are emerging, leading to the implementation of collaborative instruments that will improve transfer indicators and support the design of Spain's new strategic framework for science and innovation.
