The invention disclosesan endoscopic device designed to apply a fluid in a confined area within the surgical field. The incorporation of flexibility at the distal end of the device facilitates precise fluid application and excellent sealing. Thus, when the device is inserted through the catheter, the flanges fold elastically and allow the device to move longitudinally along the catheter. When the distal end of the device exits through the distal end of the catheter, the flanges unfold and resume their original shape.
