Shovels are individually articulated relative to the ends of the shovels distributed along a vertical axis. A governor system, which fixes each shovel, includes a lever defining the movements of articulated oscillating followers. Relative movement between the lever and the followers is transmitted to each shovel, enabling the shovel to turn about its axis and define an angle of attack with respect to the vector speed of wind.

Aeroturbina lenta de eje vertical, compuesta por un eje al que es solidario un cabezal, el cual, porta unos brazos sustentadores en cuyos extremos se articulan verticalmente las palas. Estas palas, están articuladas y pueden girar sobre su eje de envergadura, estando el giro fijado por un sistema de gobierno. El sistema de gobierno se compone de una leva que define el movimiento de varios seguidores oscilantes articulados en el cabezal. El movimiento relativo entre seguidor y leva, induce el movimiento de los seguidores, éste es transmitido a las palas de forma que las mismas adoptan un ángulo de ataque diferente en función de la posición que ocupen con respecto al vector velocidad de viento. Este ángulo se corresponderá con el que hace que la pala, genere el máximo par motor posible.
